"Foreigners or overseas Koreans, in accordance with the Immigration Control Act, who have completed foreigner registration and reported a change of residence as stipulated by the Act, are recognized to have the same legal effects as resident registration under the Housing Lease Protection Act, Article 3, Paragraph 1, which designates them as essential conditions for housing lease."
